  • The main reasons for the decrease in the number of protective structures of civil protection are:

  • deregistration of unusable simplest shelters;

  • improper maintenance and operation of protective structures;

  • making a decision to limit the access of the entire population to the objects of the fund of protective structures of civil protection of educational institutions.

* according to the results of inspections of the objects of the fund of protective structures of civil protection, carried out by specialists of the territorial bodies of the State Emergency Service together with representatives of the National Police of Ukraine during the third quarter of 2023 in connection with the improper condition of protective structures (compared to the indicators of operational inspections that were carried out in early July of the current year) 2,398 protective structures were deregistered, and 1,679 were accepted for registration.

The order of the Cabinet of Ministers of Ukraine dated June 27, 2023 No. 568-r "Some issues of coordination and control over the process of bringing the objects of the fund of protective structures of civil defense into proper condition" of the Minister for Strategic Industries defines the person who carries out coordination and control according to the process of bringing the objects of the fund of protective structures of civil defense into proper condition as those that are of strategic importance for ensuring the protection of the population.
